    Scheme for Empanelment of Para-Legal Volunteers in Police Stations for Missing Children

    This scheme was launched in response to the Hon’ble Supreme Court’s directive in Bachpan Bachao Andolan v. Union of India & Ors. (W.P. (C) No. 75/2012), which emphasized the need for legal aid and monitoring mechanisms in police stations to protect the rights of missing children.

    The scheme aims to empanel trained Para-Legal Volunteers (PLVs) in police stations across Sikkim to:

    • Assist families of missing children during the initial stages of reporting.
    • Monitor the handling of such cases to ensure legal compliance and sensitivity.
    • Provide legal awareness and support to vulnerable families.
    • Act as a bridge between law enforcement and the community.

    It reinforces the constitutional mandate under Article 39A to provide free legal aid and ensure access to justice for all, especially children in distress.

    Beneficiary:

    Missing Children and Their Families Children under 18 whose whereabouts are unknown and are in need of care and protection. Their parents, guardians, or family members are also considered beneficiaries, as they receive assistance from Para-Legal Volunteers (PLVs) at police stations.

    Benefits:

    Assistance at Police Stations: PLVs are deputed to police stations to support families of missing children. Monitoring of Cases: PLVs help ensure proper handling of complaints related to missing children. Legal Awareness: PLVs inform families about their rights and available legal remedies. Remuneration for PLVs: ₹500 per visit plus shared taxi fare reimbursement. Training and Support: PLVs receive legal orientation and refresher training to stay updated.
